Mr.
Jonckheere received a Bachelor's Degree and a Master's Degree in
Engineering Physics from McMaster University in Hamilton, Ontario,
Canada in 1971 and 1972 respectively. As a follow-up to his thesis
work in the theoretical analysis of integrated circuit components,
his professional career started in the microelectronics industry
in 1971 where he spent four years in the field of the microcircuits
diffusion process development, as well as the design of low voltage
microcircuits. Mr. Jonckheere has been involved in the security
electronics industry since 1975, when he joined the Royal Canadian
Mounted Police as a civilian member to work on the design of covert
audio and video systems. He joined the Canadian federal penitentiary
service in 1981, and currently holds the post of Director General
for the Technical Services Branch. Parts of his responsibilities
include the evaluation, procurement, installation, maintenance and
the replacement for the electronic security systems for all the
federal penitentiaries in Canada. This responsibility involves an
inventory with an approximate value of $120 million, and includes
all the perimeter security systems, land mobile and hard wired communication
systems, contraband detection systems, internal detection as well
as the closed circuit television systems. In addition, he holds
the responsibility for all the security hardware, equipment and
munitions which are used in the Canadian federal penitentiaries.
Other related responsibilities include the engineering design and
support functions for the construction program, the facility maintenance
program for the CSC institutions, and the development and management
of the environmental sustainable environmental program for Correctional
Service Canada. Mr. Jonckheere is a registered Professional Engineer
in the Province of Ontario.
