Felipe Perez Roque, Foreign Minister of cuba, delivered the opening speech and followed by the Minister of Popular power for communication and information in Venezuela, Andres Izarra, as the host, who welcomed the attending delegations with a very high figure of representation in the history of these meetings the President of the Bolivarian Republic of Venezuela, Hugo Chavez Frias, stressed the importance of strengthening organizations as the movement of countries non-aligned (Nam), the Group of 15, of 77, among others, World Court, born several decades ago in the search for a new world of equality, democracy, respect for the sovereignty of peoples and against imperialism, the imposition of powerful countries.The national representative indicated that it is time to resume efforts that seemed lost, who come from far away in the pursuit of a different world and considered that this meeting precisely fits into all this. He referred that it was intended to frame the world in the unipolar, impose the so-called Washington consensus after the fall of the Soviet Union and the so-called new world order, but fortunately not sprang this new order, which was a way of calling the unipolar pretension. He noted that what sprang was a great world disorder: welcome this disorder, because the laws of chaos say that within that chaos there are a hidden, underlying order.
